https://www.enjin.com/tools/wow-signature-generator The HTML code one works. This one also auto-updates.
If you don't have a good photo editor and all you want are some flashy looking text:
http://www.flamingtext.com Is a great place to pick up some graphics.
http://mybannermaker.com Check your profile for the size you need. This also accepts screenshots you may have taken.
There are other banner makers out there and some of them may be too fancy for this application.
